Personally, I find going spiritualist is better for Fanatic Purifier since you already have all the benefits of militarist (better), and then you can get a really nice unity boost. Always go democracy and then get parilament for +50% influence.. you will get a ridiculous amount.You're supposed conquer the galaxy and purge it of all xenos. I think the genocidal civics (fanatic purifiers, devouring swarm, determined exterminators) are supposed to be challenging to play for exactly the reasons you describe. Conquering empires isn't as useful because you can't use the pops, but you still get resources and habitable planets.I subjugated Fanatic Purifiers as a Crisis Aspirant. Advice Wanted. After I steamrolled them with my fleet I invaded most of their planets and Raided a couple more for a total of about 25 pops.
